Biography

I have a degree in Psychology and a Master’s in Philosophy of Sciences from the National Autonomous University of Mexico. I studied the Master of Philosophy, Science, and Values at the University of the Basque Country and the Doctorate in Logic and Philosophy of Science at the University of Salamanca, Spain. My doctoral work was qualified Cum Laude. I have a second Ph.D. in Social Informatics within the Disaster Reduction Research Institute (DPRI) of Kyoto University, recognized as one of Japan’s most important research centers on these issues. I work as a project specific researcher in the SATREPS Project “Compund Disaster Risk Reduction Associated with Large Earthquakes and Tsunamies”. I am also lecturer in the National School for Civil Protection Campus Chiapas (ENAPROC) and in the Iberoamerican University Campus CDMX (IBERO).

I have 20 years of experience in topics such as psychology in emergencies, search and rescue, disaster response, and civil protection. I am a Technician in Medical Emergencies; Vertical Rescue Technician; Mountain Lifeguard; he has been certified in Search and Rescue in Collapsed Structures (BREC); Pre-hospital care, and Provision of First Contact Psychological Support. Also; I have taken various courses in disaster response; rope work and rescue; water rescue and distress; industrial safety and prevention, and firefighting.

I have a long career in emergency psychology. I have been a trainer at the Mexican Red Cross and a team leader at the Spanish Red Cross. As a civil servant, I held positions in the Ministry of Public Administration and the Ministry of Social Development (SEDESOL) during the emergency caused by the impact of Hurricane Patricia in 2015, where I served as SEDESOL’s liaison with the National Emergency Committee.

From 2016 to 2018, I served as coordinator of the “Psychological and psychosocial care and support program in emergencies and disasters” of CENAPRED, where I was Deputy Director of Educational Management of the National Civil Protection School. I developed various training materials for First Contact Psychological Support in that same institution. In 2018, I coordinated the work of the expert group to construct Competence Standard 1097, “First Contact Psychological Support for people affected by disturbing phenomena”.

Among my publications is the document “Lessons learned and good practices in the mental health response to the earthquake of September 19, 2017”; as well as the articles “MOOCs as tools for teaching and psychosocial intervention in emergencies”, “Distance education: a new educational model for training in civil protection”, “Mental Health Symptoms, Binge Drinking, and the experience of Abuse During the Covid-19 Lockdown in Mexico”, among others.

In 2019 I held the position of Advisor to the Secretariat of Risk Management and Civil Protection in Mexico City. During the years 2020 and 2021, I was the institution’s General Director of Liaison, Training, and Dissemination. I coordinated training projects, international cooperation, and Disaster Risk Reduction in schools, among other topics. As a result of this management, the following strategies were consolidated: the design for Comprehensive Risk Management in Schools (GIRE), in cooperation with countries such as Japan, the United States, and Israel for the implementation of risk management actions, the provision of training through various modalities and the coordination of measures for the protection of mental health in emergencies, serving as technical Advisor in the Technical Working Group on Mental Health, chaired by CENAPRECE and CONSAME.

I also participated in the development of the “Assessment of the social and economic impact of the COVID-19 pandemic in Mexico City” and the construction of the content of the comic strip “The teachings of Ollin . Comprehensive Risk Management and Mental Health”, financed by the Japan International Cooperation Agency.
